If you're able to open the laptop and get to the disk easily - usually via small cover on the bottom -
check that the disk is firmly connected to the connector / cable.
ELSE
Very dead disk, by the sounds of it. If the sound you're hearing is like a "tick tick tick" - it's usually
the results of a disk having hit the floor or something similar: the reader on the disk heads continually
tries to get to a position and fails, returns, tries again ...
If the machine will boot from a USB stick - try using the Squeeze installer on a USB - that will also eliminate
any problem with the CD drive itself

It does seems to be a disk or controller error.
I suggest you to check the SMART record of your disk to see if you can
identify the problem.

Sounds like a bad disk.
If you're /very/ lucky, the problem is sticktion -- high spin-up
resistance due to old / congealed bearing grease. You can usually hear
the drive servos spinning up, resetting, then spinning up again if this
is the case (the drive is trying to get up to speed, fails, resets,
tries again...).
You can sometimes "liberate" the drive by holding the unit horizontally
and spinning it around the disk spindle axis (you're rotating your
wrist/hand rapidly). Warming the disk slightly (no more than warm room
temperature -- 80-90F (about 26-32 Celcius) may help if this doesn't
work initially.
Try this, then boot the drive (or boot from a rescue disk).

If you can't get the drive started via the sticktion method above,
freezing the drive and attempting start-up may help (the biggest risk is
condensation if you're in a humid area).
Note that loss of all of your data is fairly probable in either event.
If you do get the drive working, have a suitably large storage device
handy and TRANSFER ALL IMPORTANT DATA to it IMMEDIATELY.
Once you've done that, bin the drive.
