This situation seems to have changed. The LLVM Phabricator now has a banner
that reads:

This is an archive of the discontinued LLVM Phabricator instance

and pull requests seem to be happening in
<https://github.com/llvm/llvm-project/pulls>.

Please could the MIPS porting team follow up on this, responding to prior
review in https://reviews.llvm.org/D158491 where appropriate? This has
been holding back migration of important packages like mesa for quite
a long time.

It looks as though https://github.com/llvm/llvm-project/pull/76894 might be
the new upstream location for this change. Is that correct? If not, please
adjust bug metadata as necessary.
