Easy. Just pick a package (I use src:python3.4 here as example)
and look for its state:

the new sysvinit. The maintainer should have made startpar a
Build-Depends to ensure proper ordering.
Just build startpar manually once, upload it (and, if needed,
let the buildds binNMU it thereafter).
