Bug#553619: debian-policy: include java policy

Currently, the java policy is provided as part of the java-common
package. However, its not clear if it is an official policy or a work in
progress.

Is it possible to add the java policy to debian-policy, just like Perl
policy is now part of the official debian-policy package?
