Bug#1006438: gr-satellites: Package is for gnuradio 3.8 instead of 3.10

Dear Maintainer,

In Gnuradio 3.10 some core blocks have been renamed resulting in
gr-satellites no longer working properly. For example the
'sync_to_pdu' block from the gr-satellites package uses
'blocks.tagged_stream_to_pdu', which got moved from gnuradio.blocks
to gnuradio.pdu in 3.10 resulting in a runtime failure when using
sync_to_pdu from gr-satellites.

Looking at the upstream changelog updating to 4.5 should be enough
to fix the issue:
