PGP Key Signing HOWTO: preparation for Linux Expo

Ok, ok. A lot of new developers and prospective developers might not be
entirely clear on the whole procedure for signing PGP keys and getting
theirs signed. Please, read our policy first, but here is a HOWTO to walk
those of you who are new through it:

Hope you enjoy it, email innacuracies in it to me. And if the literary

Just some random remarks:
- Please get this incorporated into Debian-keyring's documentation.
- Note that PGP is not DFSG-free, but GPG is.
- Note that people who already have a well-known PGP key may want to use it
to sign their own (and possibly others') GPG keys
(using ftp://ftp.guug.de/pub/gcrypt/contrib/rsa.c).
- Joey's last name ends in 'e'. s/Schulz/Schulze/
