i don't understand why you can't use gpg for these things.

Likely because gpg wraps data in OpenPGP packets, which is not much
good when you want to just produce a raw encrypted stream, like for a
loopback partition.
It does seem as though "openssl enc -aes-128-cbc" is pretty close to
what he wants here.

You can for many tasks use gpg instead. aespipe is most useful in
combination with loop-AES as it understands the on-disk format of
those encrypted images and partitions.
Most people use aespipe to access encrypted disk images when there
is no kernel support available, or eg. to write encrypted CD images
that can be transparently mounted.

Yes, that's pretty close for general encryption purposes. aespipe also
understands the combination of hashing algorithms that loop-AES uses
for different key sizes and supports its multi-key IV initialisation
mode. These settings are difficult if not impossible to get right
"by hand"
I can see the point of having this utility. But can't it be merged
into the 'loop-aes-utils' package? Why would users want one but not
the other?

Some users may want to use aespipe without loop-AES due to its support
for seeding and iteration count. Someone who just wants to access an
encrypted backup from another machine also doesn't need the patched mount
utils from loop-aes-utls.
