Hello

When migrating from sysvinit to systemd, /etc/inittab is left over but no
longer used. This is irritating to admins. I could not find any package that
lists /etc/inittab as conffile but I guess sysvinit-core should be the one
as it contains /sbin/init.

This is not going to happen. It is only appropriate for a config file to be
a conffile when it is rare that the config file will be edited, and never
through the use of automatic scripts in the distribution (such as maintainer
scripts, or the installer). Setup of serial consoles in /etc/inittab is
handled by the installer, so it would never be appropriate to make this file
a conffile.

What is the ultimate outcome that you are looking for here? Did you want
this config file to be removed when replacing sysvinit-core with systemd?
Did you want the admin to be notified of modifications to this file?
