Bug#1017434: speedtest-cli: error message "Cannot retrieve speedtest configuration"

Dear Maintainer,

Attempts to run the package from several Debian 11.4 systems produces:

farfalle$ speedtest --csv
Cannot retrieve speedtest configuration
ERROR: HTTP Error 403: Forbidden
farfalle$

(Attempts to run from Debian 10.12 in another country show only cosmetic
differences from this behaviour.)

This is a relatively recent change in behaviour and, as such, I think
it more likely to be caused by the server speedtest is talking to. I tried
also '--simple' and '--list' but the results are the same.

speedtest-cli suggests no packages.

It's funny, I had this exact same problem earlier, and now it's
gone. Maybe it's a transient issue with speedtest.net itself?
