Bug#272332: gaim: When hiding new ICQ messages to docklet icon no sound is played

When configured to hide new messages until the docklet icon is clicked
the "new message" sound is not played when a new message arrives but
when it is opened after clicking the icon. At this state it is useless
as the user already knows there is a new message... should be changed so
that the sound is played when the message arrives and the icon begins
blinking.
