Dear Maintainer,
libfop-java in Debian Buster includes empty /usr/share/fop/fop-hyph.jar file.
Jar contains only MANIFEST.MF file. Due to this issue, hyphentaion feature is not
available in Apache FOP.
Symptom (message during PDR preparation):
[WARN] FOUserAgent - Hyphenation pattern not found. URI: ru.

Thank you for the bug report. I have confirmed that the build is
failing with the following error, but the package generation still
succeeds. So we have at least (2) things to fix here.
> ant -f fop/build.xml -lib /usr/share/java/xmlgraphics-commons.jar:/usr/share/java/commons-logging.jar:/usr/share/java/commons-io.jar:/usr/share/java/batik-libs.jar:/usr/share/java/xml-apis-ext.jar:/usr/share/java/fontbox2.jar:/usr/share/java/servlet-api-3.1.jar jar-hyphenation
