Ukraine will no longer use daylight saving time: http://www.kyivpost.com/news/nation/detail/113179/

This concerns the following time zones in tz database:
Europe/Kiev
Europe/Uzhgorod
Europe/Zaporozhye
Europe/Simferopol

Ukraine is to use the time that was set on March 27, 2011 (the last switch to summer time).

Sample patch. It's still unclear, how new timezone will be named. I've
leaved it as "KYIV"
