Bug#1040833: bind9-utils fail to install on bookworm due to dependencies

Version: 1:9.18.12-1
Kernel version: Linux postgres-15 6.1.0-10-amd64 #1 SMP PREEMPT_DYNAMIC Debian 6.1.37-1 (2023-07-03) x86_64 GNU/Linux
Hardware: KVM virtual machine

(sudo apt update was run before)
When installing bind9-utils, I get the error:
$ sudo apt install bind9-utils
Reading package lists... Done
Building dependency tree... Done

Furthermore, the bind9 related packages are not set to the same versions:
$ sudo apt list bind9\*

bind9-dev/stable 1:9.18.12-1 amd64
bind9-dnsutils/stable-security,now 1:9.18.16-1~deb12u1 amd64 [installed]
bind9-doc/stable 1:9.18.12-1 all

Solution:??? update bind9 bind9-utils bind9utils bind9-dev bind9-doc to version 1:9.18.12-1 in order to be consistent.

Probably not useful for the maintainer as they will surely stop it right away.

It appears the versions in stable-security and stable are not consistent.
Disabling stable-security source allows to install bind9-utils and dependencies. Eventually, one need to downgrade first some packages if they are already installed from stable-security.

I suggest pushing all the bind9 related packages to stable-security when pushing a new version of bind9 related packages in stable-security.

Note that I had first installed version 1:9.18.12-1 by disabling bookworm-security. Then re-enabling it after the install.
This is a fresh debian 12 install.

This system is manually configured to prefer plain bookworm over
bookworm-security. Did you pin bookworm to priority 700 on purpose?
Usually, bookworm and bookworm-security are both at priority 500.
