Bug#200573: shorewall check breaks upgrade on unconfigured and disabled shorewall installs.

The new 'shorewall check' being performed in the postinst is causing
upgrade failures.

If shorewall is simply installed but not configured and isn't enabled
(/etc/default/shorewall does not enable shorewall), the shorewall check
is going to fail because the firewall does not have a valid
configuration yet.

It should not be required to have a valid configuration for shorewall
just to be able to upgrade.

Please don't bother running the check if shorewall isn't actually
enabled since it is likely that it isn't even supposed to be configured.

My mistake. I have uploaded a new version to fix another bug and also
fixed this along the way.
