Hi!
I'm afraid that your package fails to repack its source if only declared
Build-Depends are installed:

dpkg-source --before-build .
debian/rules clean
dh clean --with python3 --buildsystem=pybuild
dh_auto_clean -O--buildsystem=pybuild

I guess that moving python3-docutils from Build-Depends-Indep to
Build-Depends should do the trick.
