Hi,
libcap-dev is no longer maintained by the upstream author. Lenny is
frozen now and that is why there is no urgency in fixing this bug.

Sure, you can do an NMU. If you like, you can also fix the other two
trivial bugs in your upload (spelling error - #389412 and spanish debconf
translation - #514602) :-)
