While upgrade of bugzilla is running or checksetup, the "shutdownhtml" configuration variable should be set in /etc/bugzilla3/params in order to disable usage. Is the installation successful "shutdownhtml" should be reset.
Be carefull. If the admin set shutdownhtml already himsel, do not overwrite it!
