The grgsm_livemon fails with ImportError: No module named PyQt4

The gnuradio have been migrated to Qt5 https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=874893
and the grgsm_livemon have to be rebuilt from grgsm_livemon.grc

My attempt to fix the problem and compile grgsm_livemon and
grgsm_livemon_headless with cmake and grcc

Thank you for the report and pointer to patch. I hope this can
be fixed upstream for us to include in Debian. I believe this is
upstream issue #355.
