Bug#563449: dhcp3-server: Incorrect "peer holds all free leases" log entries

I have a pair of servers running the dhcp3-server package using the failover
funcationality. Periodically I get log entries like the following:

Jan 2 16:27:00 artemis dhcpd: DHCPDISCOVER from 00:24:14:2e:15:19 via
134.173.131.254: peer holds all free leases

That repeats with a high frequency suggesting that the client isn't getting
assigned an address. When I look at the pool statistics both servers in the
pair have a large number of free addresses:

Jan 2 16:25:50 artemis dhcpd: balancing pool 9653d48 134.173.130/23 total 470 free 227 backup 224 lts -1 max-own (+/-)45

Relevant failover declaration information:

Primary

(I've ommited [peer] address/port declaration information.)
