Full sid dist-upgrade.

* What exactly did you do (or not do) that was effective (or
ineffective)?
Did not read attentively a warning that some packages will be removed like
pacpl and its dependencies.

* What was the outcome of this action?
Removing pacpl because it depends on other packages which depend on
perlapi-5.36.0, technically perl-5.36.0

* What outcome did you expect instead?
Bump dependency version to packages to perlapi-5.36.0
