It looks like the upstream package is no longer maintained[1], so it could be challenging to find a good resolution for this bug.
There are a couple of unmerged possible fixes provided by contributors[2][3] -- personally, I think that PR11 has stood the test of time and discussion and may be a good candidate based on that.
Perhaps we could ask the author of PR11 to confirm whether they would positively want their changes to be included in Debian's python-ratelimiter package, so that it can continue to be provided with default Python 3.11 on Debian?
(I could ask that question to them on GitHub unless anyone else would prefer to)
