Bug#574919: Russian time zone changes on 2010-03-28

Three government resolutions regarding time zones were published today:

(http://premier.gov.ru/eng/events/messages/9834/)
moves Republic of Udmurtia to the second time zone (UTC+3/+4) starting
2010-03-28 02:00 localtime.

http://government.ru/gov/results/9860/
(http://premier.gov.ru/eng/events/messages/9863/)
moves Samara Region to the second time zone (UTC+3/+4) starting
2010-03-28 02:00 localtime.

http://government.ru/gov/results/9861/
(http://premier.gov.ru/eng/events/messages/9864/)
moves Kamchatka Territory and Chukotka Autonomous Area to the tenth
time zone (UTC+11/+12) starting 2010-03-28 02:00 localtime.


There is also government resolution
http://government.ru/gov/results/7752/ (published in September) which
moves Kemerovo Region to the fifth time zone (UTC+6/+7) starting
2010-03-28 02:00 localtime.


Samara region and Udmurtia are currently the only regions comprising
Europe/Samara time zone. Kemerovo region includes Novokuznetsk
city. Kamchatka territory is Asia/Kamchatka and Chukotka autonomous
area includes Asia/Anadyr.

Oh, and from the text it looks like we are supposed to move clock 1
hour backward at 2:00am and 1 hour later move it forward for DST...
