Bug#451747: proftpd: install fails due to "error loading module 'mod_lang.c'"

This bug superficially resembles #451090, but since the problem causes an error in the installation sequence I'm filing a separate bug.
When I do 'apt-get install proftpd', I get the following:

proftpd

After editing /etc/proftpd/modules.conf to comment out line 38, proftpd starts without any difficulty by using '/etc/init.d/proftpd start'.
I don't understand why it's not loading mod_lang, since everything in /usr/lib/proftpd is world-readable.
