* What led up to the situation?
installing and configuring dpdk, 5.10 and 4.19 provide ib_uverbs and
mlx4_ib but 5.4 does not.

* What exactly did you do (or not do) that was effective (or
ineffective)?
updating to 5.10 fixes the issue
* What was the outcome of this action?
dpdk installs and works, it does not 'out of the box' for 5.4

Can you describe exactly (in detail) what you did to achieve this 'out of the
box' experience? That way we would be able to reproduce this (hopefully).
