Bug#1037308: php8.2-fpm: Fails to start when /run/php doesn't exist.

Dear Maintainer,

(In case this is relevant, this is happening in a LHC container, but I
don't think this is related.)

php8.2-fpm fails to start with:

ERROR: unable to bind listening socket for address '/run/php/php8.2-fpm.sock': No such file or directory (2)
ERROR: FPM initialization failed

/run/php doesn't exist. Creating it fixes the issue. (/run is a tmpfs in
the container, just like it is on a normal Debian install)

The package needs systemd-tmpfiles script to work. It has been explicitly requested to not enforce the dependency on systemd because of “containers”, so I’ve removed it.

So, I am not going to fix this.

apt install systemd-tmpfiles says:
Package systemd-tmpfiles is a virtual package provided by:
systemd-standalone-tmpfiles 252.6-1 (= 252.6-1)
systemd 252.6-1 (= 252.6-1)

and systemd is installed...
