Bug#1021523: wine-development: Wine fails to create a new WINEPREFIX, even if it is the default

Dear Maintainer,
When trying to start a new default wine prefix, following error occurs:
wine: created the configuration directory '/home/myself/unwine'
002c:err:seh:NtRaiseException Unhandled exception code c0000005 flags 0 addr
0x170067170
wine: could not load kernel32.dll, status c0000135
I removed ~/.wine and tried to create a new prefix by launching winecfg-
development and I had previous reported error.
Created directories are:
$ tree /home/myself/.wine
/home/myself/.wine

Calling winecfg-development, winefile-development or any program provided by
wine-development without a default prefix and no WINEPREFIX environment
variable set should create a new one and launch the program. I have the issue
when doing the same but providing an empty WINEPREFIX.

I tried bisecting the available versions, and the last good version
seems to be 7.5~repack-1, which you can still get on the snapshots
archive: https://snapshot.debian.org/package/wine-development/7.5~repack-1/
