This is caused by this issue:

Basically, if the calculator can't get the new exchange rate data (possibly because of a VPN) it won't run.

The workaround is to turn off Wi-Fi, run gnome-calculator, click on the hamburger menu in the upper right corner, click "Preferences", and then change the "Exchange rate refresh interval" to "Never".
Then the calculator will run, even with Wi-Fi turned back on. It just won't update the exchange rate.
