Bug#842136: atop: /run/pacct_shadow.d: File exists on restarting atopacctd on upgrade

Dear Marc,

During upgrade of atop 2.2.3 to 2.2.4 I got this.

This might be an issue that needs a principal fix. If its just related
to the last experimental version however, feel free to close the bug
report.

There is also a non aborting error with deb-systemd-helper, I file
another bug report about that if you want.

(might make sense to retitle that bug report…)

Does it make sense to keep this open? We do have language in
debian/NEWS to explain this issue and how to get out of it. Should we
retitle this issue to something like "upgrading from experimental atop
versions <numbers> to current unstable fails" to indicate that it is
not related to stable upgrades?
