Bug#909589: mediawiki: /usr/share/mediawiki/skins/CologneBlue/skin.json, does not exist! [upgrading to 1:1.31.1-2]

upgrading mediawiki to the version 1:1.31.1-2 after connecting to the
page http://localhost/mediawiki/mw-config and selecting the language to
use I have the error:
/usr/share/mediawiki/skins/CologneBlue/skin.json does not exist!

I have installed mediawiki and made nearly no extra configuration, I
have not installed additional skins.

I have this problem with CologneBlue and Modern skins.

$ ls /usr/share/mediawiki/skins/
MonoBook README Timeless Vector

$ apt-file search CologneBlue/skin.json
$

To solve the problem and upgrade mediawiki I have commented the
following two lines in the /etc/mediawiki/LocalSettings.php file:
#wfLoadSkin( 'CologneBlue' );
#wfLoadSkin( 'Modern' );
