Clean install of the package, copied known good relevant interfaces, rules, zones, etc files
Edited /etc/default/shorewall and set startup=1
* What exactly did you do (or not do) that was effective (or
ineffective)?
# shorewall restart
worked perfectly
* What was the outcome of this action?
System reboot: not running
* What outcome did you expect instead?
Status running.
* Remedy found in a web search:
manually run:
# systemctl enable shorewall.service
next reboot, shorewall was running as it should.
