Tried to start vmtoolsd
* What exactly did you do (or not do) that was effective (or
ineffective)?

Condition not met, start failed
* What outcome did you expect instead?
vmtoolsd starts
The following condition caused the failure:
ConditionVirtualization=vmware was not met
After commenting it out vmtoolsd started successfully.
For what it's worth, the same condition fails in VMware vmplayer.

please run systemd-detect-virt and show the output, then install
systemd from buster-backports and run it again and see if it
makes a difference.

systemd from buster-backports and run it again and see if it
makes a difference.

Results of 'systemd-detect-virt' detect 'vmware' correctly in both VirtualBox and VMplayer:
