cython 0.28.x-x miscompiles exception handling, if a global tuple is
used as exception type.

Hi,

I'm going to nmu cython 0.28.4 to unstable. One issue is resolved by the new
minor upstream release, the other one is ignoring the test case as suggested by
upstream.
