Apache mod_qos is in default bookworm sources still not useable out-of-the-box.
If module is loaded, the daemon is not able to start and throws an error depending
the mod_qos library:
"[…] mod_qos.so: undefined symbol: pcre_free […]"
Purging the old pcre version is not possible, due to the dependency to libapache2-mod-qos.
