ISP authentication and control

hi there,

i'm a sysad for a non-profit orgainsation which provides internet
access to 500+ users through an extended LAN. At present we donot have
any authentication or billing system installed in our network which
makes it nearly impossible to keep track of the user's usage,
unauthorized access,etc. Inshort we are having a very big LAN
consisting only of switches and cables.

Currently we have a 3 machines as our acting servers
OpenBSD 3.2 machine as a firewall/router,
RH7 - Squid-2.5 proxy
RH7 - Qmail+Apache

Can you suggest us a modularized solution which could satisfy the
following points.
1. Client Authentication
2. Billing System (inclusive of time and bandwidth usage)
3. Realtime monitoring the network.

Need more info on your setup... What do you mean by "extended lan", are
these dialups, do you have T1's running all over town, or are all 500 users
in the same building and on the same ethernet??
