Updates for recent work

Greetings all,

I have been adding a few updates to the http://Linux-iSCSI.org wiki this
afternoon..

These include a new user's reference manual using the v3 python CLI from
lio-utils.git for TCM/LIO v3.x kernel code, updated information about
recent commits to lio-core-2.6.git running v2.6.31-rc5 and the minestone
of reaching 100% feature completeness with SPC-4 defined persistent
reservations. Please see the main page on http://Linux-iSCSI.org for
more information.

Also, the lio-core-2.6.30.git tree has been created, and the new PR
features will be fed back into the older trees as testing and feedback
continues.. More feature updates will be coming in the following weeks
to lio-core-2.6.git and lio-utils.git as work continues for LIO 3.1.
