Never used Arch but the following steps may work on Arch as well.
I use Mx-Linux and sometimes Mint Mate (both Debian) and the
following steps work every time.
For the Amharic part install the following from Synaptic.
1) iBus, iBus-gtk, iBus-gtk3, iBus-gtk4 and iBus-m17n. All
dependencies go automatic.
2) Fonts-sil-abyssinica
3) Configure iBus and start typing.
Please double check the above. Missing one of the steps may
malfunction for Amharic typing.
4) If iBus not starting after you logon next time:
Go to Startup Application Preferences and add ibus-daemon on the
command field.
Name and comment is optional.
If you want more beautiful Amharic fonts install fonts-noto-core
As for the VPN:
I don't use VPN.
