tcp client add-on to Linrad for rig control

Hi All,

I modified my old Linrad rig control add-on to use a tcp client / server
model for controlling radios attached to computers other than the Linrad
computer, but accessible to the Linrad computer over a network.

As my radios are normally hooked up to the contest logging program
WriteLog, I wrote the tcp server to interact with WriteLog so that I
wouldn't have to dismantle that end of things.

The tcp client does not at all interfere with the operation of Linrad
with MAP65.
