Cascading 3.1 final WIP

Hey all

I think we are in the last stretch to release Cascading 3.1.

The next stable wip to publish tonight will be 3.1-wip-60

Hopefully everyone with vested interest in the 3.1 release going out can give this builds a spin and reply here with a thumb up or down, that would be great.

This release adds just a few core features/fixes:

- Numerous planner fixes for MR and Tez

- Declared types used to optimize serialization

- PartitionTap filters to filter partition inclusion in a Flow

- Moved expression operations to own artifact

- Moved common HDFS code to own artifact

- Moved YARN Timeline server integration code to own artifact

The last two help projects like Apache Flink and Hazelcast build out new portable execution platforms.
