My observations on the article are as follows:
•       The author may consider avoiding the use of too many acronyms in the abstract.
•       The introduction is well written and easy to understand.
•       The authors are suggested to highlight the challenges in handling CMCS text through prompt-based learning.
•       In Section 3, Algorithm 1: the author mentions that in the case of language mixing, sentences are classified based on the percentage of characters from each script. However, for code-mixed text, most native language words are written using the Roman script. In that case, how does the proposed algorithm work?
•       The authors are suggested to include the reasoning behind the selected hyperparameters during model training.
•       The authors may consider experimenting with the LoRA adapter and comparing the results with the proposed Houlsby and Peiffer methods.
•       The authors may consider including an error analysis and limitations section in the article.
•       The authors are suggested to compare the proposed model with existing fine-tuning methods to support their claim.

I reviewed the paper once again. Here are some comments ( @Shekhar, Ravi please check the ones in bold-face and confirm whether you agree  ):

1. The first paragraph of introduction is a bit confusing. Please refer to a bit more references and make sure your definitions are correct
2. Tables 1 & 2 - I do not think we need to discuss DL techniques other than PLM-based ones. So remove the non-PLM ones. Also I do not think you need to explain the methodology. Saying whether they used full fine-tuning or other technique s.a. transfer learning/multi-task learning is enough
3. Table 3: are you sure that the sixth category is different from 5th category?
4. Regarding the explanation on selecting 10%, would these sentences be better?  We separate the corpus according to the script (e.g. in the case of Sinhala-English corpus, we have the following portions: Sinhala script only, English script only, and mixed script). Then, from each of these script-based groups, a subset of sentences was selected. The size of this subset is equal to 10% of the full corpus.
5. Check the bibliography referring to arXiv. If the conference/journal version of these papers are now available, please cite them
6. In section 9, you say you select the sentiment classification task, becuase dynamic + adapter gave the best result in this task. However, the results table shows adapter prompt is the best strategy for this task
7. I still think the limitations section is not needed. This limitation can be simply mentioned in the conclusion section

We have addressed your recent feedback on our manuscript, Specifically :

Introduction: We have rewritten the first paragraph and added additional references to strengthen the context.
Literature Review: We expanded the table to include more related works using Pre-trained Language Models (PMLMs) and removed references to deep learning methods. The methodology section has been retained as is because some works involve benchmark evaluations and comparisons of DL and PLM methods, making it challenging to explicitly mention their methods.
Limitations Section: We have removed this section and integrated its content into the conclusion, alongside a discussion of future work.

As the submission deadline is approaching, we are preparing the final document. According to the initial instructions, all changes must be highlighted or tracked. Could you please confirm if these changes should be tracked directly within the manuscript, or if there is a preferred method for indicating revisions?
We would greatly appreciate your guidance on the next steps. If you are available, a Zoom session would be very helpful to discuss these revisions in detail.

I am travelling and would not be able to join a meeting this week.
But I had a look at the paper. I just have two comments:
1. I think the findings column in table 2 and 3 is not useful. Simply remove that column and merge two tables. Make sure correct tables numbers are used in the reference doc
2. Is the error analysis section newly added? then you have to highlight it

Above is a segment of their email. For the point-by-point response, we will submit the doc that we prepared. What do they mean by "All changes to the manuscript must be highlighted or indicated by using tracked changes."? Do we need to keep the changes highlighted (as in different text colour) in the submitted manuscript?

I modified a bit of the limitations in the conclusion and added some comments. 

I suggest Error Analysis as a subsection; otherwise, it is too short for a section. We can change the title of Sec 8 to Evaluation and Analysis.

I asked my university about the open access. The reply is below.

If I am the corresponding author, there will be no additional cost?  

How is it done from your side? Will there be any additional cost?

As World Wide Web is covered by our read and publish agreement with Springer Nature, as long as you are the corresponding author and you have affiliated yourself with the University of Essex through the submission process there won’t be any additional costs involved to make your paper available open access.

Yes, there will be no additional costs when we opt for open access. In their submission system, there is a place to indicate the university that covers the open access fees. Then the journal will directly coordinate with the university. So either you or I can be the corresponding author.
