Smart Rule limits

I am trying to create a smart rule in FAST.  The process normally runs at .09 MGD.  I want to have the rule trigger when the signal rises above .05 MGD.  When I created the rule it truncated the value to an integer, which is 0.  The noise on the flow meter is just above 0 so the rule removes the shelve before it is time.

Is it possible to create a smart rule for a number between 0 and 1 without modifying the code in the DCS?
