Scroller with buttons inside

I need to use some button inside a scroller component. I know there is already a fix located here (https://gist.github.com/tonistiigi/5484637), but this one is only working with mobile browser and not with desktop browser. Someone with an idea on how to make this happen for both mobile and desktop?
