[JOB LEAD] QA testers at $20, managers at $45-60 in LA/the Valley

Got a request from the ex-founder of the LA Flash Users Group... (well, Flash is more or less dead now and I think most of those people have moved onto the new keyword of UX design) Anyways, he was looking for some QA people and asked if I might know anyone:

"I wanted to reach out to see if you knew any experienced QA managers or testers available for part-time contract work. This is for a long-term contract already in production, so the work is real. Ideally, tho not exclusively, in the LA/Valley area. Any leads are appreciated."

Of course, I know rate is usually the most important thing and here's his response: 

"For a person to oversee QA (a manager-level), I generally pay $45-60/hr for these types of roles. Is this reasonable?

For the testers, we generally do not pay more than $20/hr (and that's what I've seen at other agencies, too). But maybe that's been our problem? What do you think is standard?

As for description, it's pretty standard QA stuff. This project is a web-based (desktop + mobile) video player. So it's testing new features (and regression testing) in new builds of the video player, across all browsers. We have a test script for each build -- and our testers have been pretty good about following it. But I think where they aren't so good, and where we want new talent, is on bringing a "I want to break this thing" mentality to the testing.

All testing is done remotely, with some on-sites in Calabasas (if talent is local). We have BrowserStack for platform emulation, and a bunch of Android devices for mobile testing."

Now, is this a decent job-lead for people in this group? If not, how would I better qualify when something does look reasonable? You'll see that the employer isn't quite so sure himself and therefore asking for advice. (And I've been out of the game for a while and just getting back into it so I'm not so sure what rates are myself these days. It seems like rates are slightly higher than expected on Salary.com)
