Error 5006 Lightning Not Started

I’m running a built application 4D v18.3, and the lightning desktop web login form shows, but then an error message shows “Error 5006 Lightning Not Started”, and then the web form labels become “untitled”.

 

This is a new installation, and I probably did not put something in the correct location.

 

I need help please.
