Where does the minimum pledge size comes from?

I can't understand where does the minimum pledge size comes from. Lighthouse FAQ states that:

"Currently you cannot accept more than 684 pledges for your project. This is due to limitations in the Bitcoin protocol - the final contract that claims the pledges is a single Bitcoin transaction, and thus is limited to 100 kilobytes by the Bitcoin block size and protocol relay rules. Lighthouse therefore enforces a minimum pledge size of whatever the goal amount is, divided by the max number of pledges."

Let's take a look at the Bitcoin Box Project (https://www.lightlist.io/projects/bitcoin-box#):
  • Project goal: 31.0 BTC
    • Already funded: 1.87 BTC
    • Still left to be raised: 29.1 BTC
  • Maximum pledges: 672
    • Pledges received: 12
    • "Unused" pledges: 672
  • Minimum pledge size: 0.01 BTC (why???)
    • 31 BTC / 684 pledges = 0,045 BTC/pledge!
    • I can't find this minimum pledge size even if I divide the BTC still left to be raised (29.1 BTC) by the slots still available (672): 0,043 BTC/pledge!
Where does this 0.01 minimum pledge size comes from?

The project creator can override it.
