Writing camera projection matrix for HCI Dataset

Anyone could help me in writing camera matrix for new HCI Dataset.below parameters are given.
i could find the focal length,but there is no principal point for the camera.

Dear Hassan,
our light fields consist of 9x9 views. the coordinates of the central view are given in the extrinsics part. all other views are spaced equally on a grid of distance [baseline_mm] and shifted towards the common focus plane (see fig.1)
