[ANNOUNCEMENT] ESME is now a top level Apache Project

I just wanted to inform this group that the Apache Board just
unanimously passed the resolution to establish ESME as a top level
project at the Apache Software Foundation.

This means that there is now a lift-based TLP at Apache.

Congrats to the lift team (you know who are you are ;->) for creating
a great framework.
