Some features

Hi.
I thought about some features that could be added:

1) Moving static pages to something like /system/application/static
or /public/static (so they are independent and you can change theme
without copying them in the folder of the new theme)
2) Static pages manager in the admin panel
3) Title of the static pages depending on a line of code in the first
line of the file, something like

Hello World
Hi :)

Title: Hello World
Content: Hi :)

So you could for example create a page named graphic.php and change
its title to "My Gallery"

4) Internal comment system (not very important but it would be nice if
it is added)
5) Ability to delete cache: often

5) Often I edit an entry but the change shows up after some time, even
if I delete temporary files, cache and everything from my browser.
Changing favicon is problematic, too, because you have to rename in a
name you never used for a favicon to show the new image. If you had
favicon.ico and you want to change it, you don't have only to delete
the old image and upload the new icon, but also to rename the new icon
to favico.ico or to anything different than "favicon.ico".
Is there a way to fix it?
