Dear members and colleagues,
Greetings from the Council on Energy, Environment and Water (
CEEW)!
Decisions regarding the keeping of bovine animals in India are shaped by aspects far more than milk income alone - they reflect a complex mix of livelihood security, nutrition, cultural practices, risk management, and responses to climate stress. To better understand what drives rearers’ choices why some households adopt new practices while others do not, how climate change is affecting animal health and productivity, and why some expand or reduce their herds, CEEW conducted a first-of-its-kind national survey moving beyond conventional production metrics, the study examines the motivations, constraints, and evolving risks that define bovine rearing today.
We are pleased to bring to you our report on
“Cattle and Community in a Changing Climate - Sustainable Pathways for India’s Dairy Sector” based on a
first-of-its-kind national survey covering approximately 7,500 bovine rearing households across 15 states and 817 villages in the country. The survey uncovers pioneering insights regarding:
- Motivations of farmers behind animal rearing, including economic, social, and cultural factors,
- Intervention penetration and adoption barriers, taking into account awareness level, adoption of interventions and reasons for adoption and non-adoption, and
- The challenges faced by farmers in areas such as animal breeding, feed and nutrition, health, management practices, and the impact of climate change
We are launching this report on 20th January 2026, from 9:30 AM to 2:00 PM at the Constitution Club of India, Sansad Marg, New Delhi This will be a gathering of key stakeholders to jointly explore future-focused policies that support farmer livelihoods, strengthen nutrition outcomes, and enable long-term environmental sustainability.
We would be delighted if you could join us and contribute to this discussion. Your participation will add great value to the dialogue. In case of your unavailability, please nominate a representative from your team who can participate on your behalf.
