An old one, perhaps slightly improved
From: Carolyn Baker
In the God's year 2008, the Lord came unto Noah, now living in the US, and said: 'Once again, The Earth has become wicked and over-populated. I see the end of all flesh before me. Build another Ark. Save two of every living thing and a few good humans. You have six months to build the Ark before I start the unending rain for 40 days and 40 nights.'
Six months later, the Lord saw Noah weeping in his yard but no Ark. 'Noah!' He roared, 'I'm about to start the rain. Where is the Ark?'
'Forgive me, Lord,' begged Noah, 'things have changed. I needed a building permit. I've been arguing with the inspector about the need for a sprinkler system. My neighbours claim that I've violated zoning laws by building the Ark in my yard. We went to the Development Appeal Board for a decision. The Department of Transportation demanded a bond be posted for future costs of moving power lines to clear the passage to the sea. I told them the sea would be coming to us, but they would not believe me.
'The wood was a problem. There's a ban on cutting trees in order to save the spotted owl. I told the environmentalists I wanted to save the owls - but no go! An animal rights group sued me, claiming I was confining wild animals against their will in confined accommodations.
'The EPA ruled want me to wait for an environmental impact assessment on your proposed flood. The Human Rights Commission is asking how many minorities I plan to hire for my building crew. Immigration and Naturalization are checking the green-card status of the people who want to work. The trade unions say I can't use my sons, and insist I have to hire only Union workers with Ark-building experience. The IRS seized my assets, claiming I'm trying to leave the country illegally with endangered species.
'Forgive me, Lord, it would take 10 years to finish the Ark.'
Suddenly the skies cleared, and the sun began to shine. Noah looked up in wonder and asked, 'You're not going to destroy The Earth?'
'No,' said the Lord. 'The government beat me to it.'
