Transportation Levy: D5 Sidewalks Survey

The City Council is currently considering a transportation levy for the November election. Building more new sidewalks in District 5 is my top priority for the levy. There are over 11,000 blocks missing sidewalks in Seattle, and 36% are in District 5.

I'd like to hear from D5 residents about how the levy will deliver new sidewalks. Are there locations you suggest for new sidewalks? What criteria should be used to decide where new sidewalks are built? You can take the survey here or at the end of this newsletter.

Levy Proposal and Sidewalks

The Mayor's proposed levy is $1.45 billion over 8 years. It includes $63 million for the construction of 280 blocks of new sidewalks and alternative walkways. 250 would be constructed by 2029, and 30 would be located near frequent transit. The 2015 levy has funded 250 new sidewalks and alternative walkways.

The proposed levy includes an anticipated initial list of new sidewalk projects (pages 4-5), including in D5:
  • 1st Avenue NE, from NE 120th to NE 130th
  • Greenwood Avenue North, from North 112th to North 117th
  • NE 95th Street, from 35th Ave NE to Sand Point Way NE

Criteria for Where to Build New Sidewalks

The 2015 Move Seattle Levy proposal prioritized filling in sidewalk gaps on priority transit corridors. The Council amended the proposal to add an emphasis on creating accessible routes for those with disabilities and the elderly.

The 2017 Pedestrian Master Plan prioritized new sidewalks on pedestrian routes to K-12 schools and access to frequent transit stops. The 2024 Seattle Transportation Plan expands that to include access to parks, Urban Centers, and Urban Villages, safety, and equity.
